The Sultanate of Oman Tax Authority’s Plan for Implementing e-Invoicing
The Sultanate of Oman Tax Authority (OTA) intended to roll out e-invoicing rules in Oman in 2024. But while there have not been any updates on their plans, or possible timelines, it is expected to be implemented in 2025. In Decision No. 456 of 2022, issued to amend the Value Added Tax (VAT) Executive Regulations, the OTA defined e-invoices as “a tax invoice generated in a structured format through electronic means, containing at least the details specified in the VAT Executive Regulations.”
The OTA issued a tender for the design, implementation, and management of an Integrated E-invoice Platform (IEP). It is expected to adopt the PEPPOL 5-corner model for e-invoicing where all e-invoices will be validated, stored, and overseen by the OTA through a middleware platform that will connect buyers, suppliers, and the OTA.
What Does it Mean for Organizations
Once the e-invoicing rules come into effect, organizations in Oman will have to first understand the requirements and then update their invoicing processes to ensure compliance. They will have to deploy an E-Invoice Generating Solution (EGS) that can integrate with their existing revenue management systems. They must also partner with approved service providers for invoice validation and exchange. They must establish comprehensive processes to handle e-invoice validation and clearance processes to handle errors, if any. This means overhauling existing manual processes and moving to an electronic billing system (a robust technology platform) that can automate and manage the end-to-end invoicing process.
