How Communication Service Providers Can Accelerate the Decision-Making in the Digital Age

During the 1970s, Colonel John Boyd, an American military strategist, devised an information processing model aimed at aiding soldiers in making swift, decisive choices when faced with circumstances where complete information gathering was not feasible. Originally formulated as a military strategy, the Observe, Orient, Decide, and Act (OODA) Loop Model is today widely embraced by various organizations to rapidly assess and react to evolving situations. By applying this framework, we can gain insights into how emerging technologies such as AI and 5G can effectively leverage the principles of the loop and benefit from their convergence. In this article, we will look at the four key steps of the OODA loop and its application in AI and 5G to accelerate the decision-making process.

Observe

In the context of AI and 5G, this stage will involve the collection and analysis of volumes of data from myriad sources. AI models have some inbuilt key observations such as accuracy, latency, drift (a drift in the model’s performance over time), bias (avoid bias predictions), transparency (real-time data that it would refer to), privacy, and confidentiality. With these, AI models are equipped to identify problems early on and take corrective action before they impact the performance of the model or the user experience. 5G networks can provide high-speed, low-latency connectivity, enabling the collection and transmission of real-time data. Communication Service Providers (CSP) or Digital Service Providers (DSP) can observe the network efficiency across parameters such as 5G throughput, call drops, consistency, and network slicing to the Business Support System (BSS). Through advanced sensors and IoT devices, the observation stage becomes more comprehensive, allowing for more accurate and timely insights.

Orient

Data must be aggregated and effectively analyzed for better decision-making. The orient stage of the OODA loop stage involves interpreting and understanding the observed information, and to paraphrase John Boyd himself, this isn’t a static state that one is in, it is a continuous process. AI plays a crucial role in this stage by leveraging machine learning and data analytics techniques to extract meaningful insights from the data. By combining AI capabilities with the high-speed connectivity of 5G networks, organizations can gain a deeper understanding of the observed data, identify correlations, and make more informed decisions. By connecting the new information to previous experiences, this stage could provide a better and more accurate feed into the decision loop.

Decide

Once data has been collected and analyzed in the previous two stages, it is time to make informed decisions. This could be stated as a Hypothesis or a Proof-of-Concept due to the closed-loop OODA. But given that both historical and new data are increasing, there is a shift away from hypothesis to informed decisions and strategy formulation at this stage. AI algorithms can analyze the observed and interpreted data to identify possible courses of action. The convergence of AI and 5G allows decision-makers to access real-time information, enabling faster and more accurate decision-making processes.  AI algorithms can also help automate decision-making in certain scenarios, leading to greater efficiency and precision. Both in AI and 5G the closed loop of the OODA model helps reduce the Total Cost of Ownership for organizations.

Act

This is where the convergence of AI and 5G can happen – when a supervised decision has been made to act upon anomalies that have been observed by deploying the AI model(s) within a 5G system that can interact with the external environment and provide feedback to the observations.  Organizations can deploy AI-powered solutions in real time, such as autonomous vehicles, remote robotic operations, or dynamic resource allocation. The combination of AI and 5G enables more responsive and agile actions, reducing delays, and improving overall operational effectiveness.

In the current digital economy, data is king, and organizational success depends on quick data-based decision-making. As both AI and 5G continue to evolve, the OODA loop can provide an effective decision-making framework that can help organizations leverage the benefits of these technologies. The convergence of AI and 5G using the OODA loop will allow for real-time insights, faster decision-making, and agile action, resulting in improved operational efficiency and effectiveness.
